"let Fonterra loose with external capital" No, let them make their own capital if they can. The persistent problem with the NZ economy is the government's faith in large enterprises as an economic panacea. It is in fact small to medium enterprises that are vastly more accountable and thus efficient. When Fonterra was losing it's shirt, Westland was increasing its payout. I hope it works.
